The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), signed by Brazil in 1975, aims to effectively regulate the trade of endangered species of flora and fauna to prevent them from facing extinction due to international trade. Based on the procedures proposed by the Convention, the Brazilian government, through the Brazilian Institute of the Environment and Renewable Natural Resources (IBAMA), has incorporated them into its procedures for the assessment and issuance of export/import licenses.
The consensus on the need to regulate the trade of seahorses culminated in 2004 with the inclusion of all species of the genus Hippocampus in Appendix II of CITES, and in the IUCN (International Union for the Conservation of Nature) Red List of Threatened Species as vulnerable. Species listed in Appendix II of CITES are authorized for trade; however, exporting countries are obligated to ensure the maintenance of wild populations.
